Tic tac toe is an easy game to play, and winning is mostly luck. But, there are some ways you can beat the system.
If you go first, go to step 3. If you are going second, go to step 2.
If your opponent starts in the center, put your first X or O in a corner. Then, use all your next moves to block them. Using this strategy should end the game in a tie.
If your opponent goes in the corner first, put your X or O in the center. Your second X should be placed on an edge, not a corner unless you need to block your opponent from getting three in a row. Using this strategy, every game should be a tie.
Most of the time, your opponent will do one of the moves above. But, if your opponent puts down the first O on an edge (not a corner), you have a small chance to win. Put your first X or O in the center. If your opponent puts their second move on the opposite edge making a row that sandwiches your move between theirs, put your second move in a corner. Then, if your opponent puts their third move in the edge that is next to your move, making a line that sandwiches your move between theirs, put your third move in the empty square to block their row of two O's. From here, you can always win with your fourth move.

Then, put your next move on the opposite corner of the board. After their next move, put your move in the corner on the side they didn't put their second move. Now they cant block you from both of the possible wins.
Any other move they can do are pretty easy to tie or win with as long as you use common sense.
